Allegations of a Scandal and Cover Up Involving the Highest Ranks of the Pima County Sheriff's Department
Deputy Jane is the anonymous name for a female Pima County Sheriff's Department deputy that was allegedly sexually assaulted by her sergeant at a squad Christmas Party on December 18th, 2022.
On the evening of December 17th, 2022, Deputy Jane went to a squad Christmas party thrown at the house of her sergeant, Ricky Garcia. Multiple other deputies are at the party and it goes well into the early morning of December 18th. As the hours pass, deputies begin to leave until there are just a few remaining.
Deputy Jane, intoxicated to the point of near unconsciousness, is led by Sergeant Garcia and another male deputy to a guest bedroom to sleep it off. Sometime later, the male deputy returns to the bedroom and allegedly witnessed Deputy Jane being sexually assaulted by her superior, Sergeant Garcia.
Ricky Garcia was arrested a few days later, then fired by Sheriff Nanos.
In the following days, it becomes known that Deputy Jane's Lieutenant, Captain, and Chief were allegedly informed by the witness deputy of what was happening, as it was happening...and did nothing to stop it.
The chief who Ricky Garcia called as police waited outside his home that morning was moved to oversee Internal Affairs. That same chief has previously bragged as being the most disciplined deputy in the history of the PCSD.
After six months of inaction, Deputy Jane formally requested an internal investigation into her chain of command to discover why they failed to intervene as she was allegedly being sexually assaulted. In the case of her Lieutenant, she wanted to know why he allegedly waited outside the home after being told what was happening, without trying to help her or even knock on the door.
Sheriff Chris Nanos personally refused her request to investigate his commanders, telling her it is "on hold" while Ricky Garcia awaits trial. That was in the summer of 2023.
Her commanders were never placed on leave pending investigation. They remain on duty to this day.
They even remained as her immediate chain of command for months afterwards.
The Pima County Board of Supervisors, three of which were outraged at Sheriff Nanos for mishandling the incident, voted to formally request an outside investigation from the Arizona Attorney General's Office.
The request was granted by Attorney General Kris Mayes (D) and the investigation found no criminal violations, however, were "concerned" about serious policy violations on behalf of command staff for failing to come to the aid of "a fellow peace officer or department member exposed to danger or in a situation where danger might be pending."
Trial for Ricky Garcia is set for December 2024.
